LP is aiming for flat budget

LAKE PLEASANT - The Town of Lake Pleasant Tentative Budget for 2014 shows appropriations of $2,521,091, revenues of $352,836, $150,000 in fund balance applied to reduce taxes and a tax levy of $2,018,255, up $33,082 or 1.67 percent.

Supervisor Neil McGovern said the overall budget increase is about 2 percent, but added, "I would like to get this down to a zero percent increase."

That will be the town board's job as it reviews the numbers before presenting the preliminary budget Oct. 21.

SIGNS

Signs, signs, everywhere Cozy Cabin signs.

When the town board met Monday, Oct. 7, Don Braunius brought up the issue of signs, specifically Cozy Cabin signs that seem to appear all over every fall. He wondered if there are any laws regulating such signs.

No one was certain, but McGovern said he would check. Cozy Cabin Stove & Fireplace is located in Warrensburg, Warren County.

Signs are regulated under Section 19 of the town's zoning law, under which the Cozy Cabin signs are deemed advertising signs.

The law says no advertising sign shall be erected within the right-of-way, within 10 feet of any public road and no more than 200 feet from the business or activity with which it is associated. No more than two advertising signs are allowed relating to a single business or activity.

Also, no sign may be erected without first obtaining a permit from the zoning officer. The sign permit fee is $15.

ROOFING PROJECT

The board resolved to borrow up to $50,000 for a new steel roof for Town Hall and the attached highway garage, with any balance to be put toward new windows and overhead doors for the garage.

The board is looking at having the new roof installed by Nov. 20. The windows and doors replacement in the highway garage is planned for the spring.

The board plans on having town employees do as much of the work as possible.

BALLOT PROPOSALS

The board is supporting the passage of three ballot proposals slated for the Nov. 5 General Election, one of which is extremely important to property owners in the hamlet of Raquette Lake:

-- Proposal 3 - Exclusion of Indebtedness Contracted for Sewage Facilities [from a municipality's tax cap];

-- Proposal 4 - Settling Disputed Title in the Forest Preserve (Raquette Lake); and

-- Proposal 5 - In Relation to a Land Exchange in the State Forest.

OTHER BUSINESS

-- The board approved a request from Lake Pleasant Library Board of Trustees to hire Sherry Matthews of Piseco as an aide at the library.

-- The board approved adding a nepotism policy to its personnel policy manual. In essence, the policy will prohibit supervision of an employee by a member of his or her family. It will not prohibit the employment of members of the same family.

The next meeting of the Town Board will be Monday, Oct. 21, starting at 7 p.m. in Town Hall. It will include a review of the Preliminary Budget for 2014.
